Visit by Director-General Rui Wenbiao of the Shanghai Intellectual Property Administration to the SCMC Munich Service Station

In the afternoon of May 14, 2025 (local time), Mr. RUI Wenbiao, Director-General of the Shanghai Intellectual Property Administration (SIPA), visited the Munich Service Station of the Shanghai Commercial Mediation Center (SCMC). Mr. GONG Jinping, Head of the Service Station, extended a warm welcome to the SIPA leadership and provided a comprehensive briefing on the station’s operations and development.

During the meeting, Mr. GONG reported that as SCMC’s first overseas service station, the Munich Service Station has, since its establishment in 2019, leveraged international resources to develop a dual-driven service model combining “legal support + professional mediation.” In 2023, it was integrated into the Shanghai Overseas Intellectual Property Rights (IPR) Service System, further amplifying its domestic and international influence. The station has significantly enhanced service efficiency, particularly in areas such as high-value patent applications, responses to IPR-related disputes, and strategic IPR consulting for Chinese enterprises operating in Europe. It continues to deliver high-quality, professional, and customized intellectual property services to support the global expansion of Chinese enterprises.

Director-General RUI affirmed the effectiveness of the station’s work. After gaining an in-depth understanding of its operational needs, he emphasized the importance of strengthening services for Shanghai enterprises expanding into Europe—both in depth and scope. He encouraged the Munich Service Station to actively assist Chinese enterprises in raising IPR awareness and strengthening their overseas deployment capabilities, thereby fulfilling its bridging and linking role more effectively.

This visit by SIPA leadership to the SCMC Munich Service Station demonstrates SIPA’s strong support for the development of overseas IPR protection service systems. Under SIPA’s guidance, the Munich Service Station will continue to serve as a navigator for IPR-related services, facilitating the high-quality global development of Shanghai enterprises, particularly in the European market including Munich and beyond.
